OREGON SURF FRIENDSHIP CUP RULES

GENERAL INFORMATION

The Oregon Surf Friendship Cup Tournament is open to teams affiliated with USSF, USYS, US Club Soccer, USSSA, and FIFA. Participation is limited to teams that are properly registered and in good standing with their respective associations and that comply with the Rules and By-Laws of the United States Youth Soccer Association (USYSA), the Oregon Youth Soccer Association (OYSA), and US Club Soccer.

FRIENDSHIP CUP TOURNAMENT CREDENTIALS

  • All teams, except local teams, must stay in tournament-designated hotels.
  • Falsifying information in the application or registration process (e.g., using illegal players) may result in withdrawal of the invitation without refund.
  • Teams must register and pay the tournament application fee by the deadline on the application form.
    Foreign team applications must be received 30 days prior to the tournament start date.

ROSTER REQUIREMENTS

  • Teams must upload official rosters online, signed by the Club Administrator or Director of Coaching (DOC).
  • Teams must complete online check-in through Athlete One by uploading their team rosters as specified. Detailed instructions for roster upload will be posted here and emailed to registered teams by May 10th.
    Rosters accepted:

    • rosters generated from your team’s governing body (i.a. USYS, US Club, ECNL, MLS Next, etc. and signed by your Club Administrator or Director of Coaching (DOC)
    • An Official Oregon Surf Friendship Cup Roster, verified and signed by your Club Administrator or Director of Coaching (DOC)
  • Foreign teams must present passports and a recent photo at registration.
  • Players may only play for one team during the event.
  • Failure to provide required documentation may prevent players or teams from participating.

MEDICAL RELEASE FORMS

  • Managers or coaches must have medical release forms for all players on hand at all times during the event.

ADDITIONAL STATE ASSOCIATION REQUIREMENTS

  • Some State Associations may require additional paperwork (e.g., Travel Papers or Player Loan Forms).
  • Teams are responsible for complying with their State Association’s rules.

ONLINE CHECK-IN

  • Teams must complete online check-in through Athlete One by uploading their team rosters.
  • Roster Deadline: May 19th, 2026, at 11:59 PM PST (additional questions contact Tournament Director)
  • Failure to upload on time may result in disqualification without refund.

TOURNAMENT RULES OF PLAY

FIFA Laws of the Game apply, as modified by USYSA and the Oregon Surf Friendship Cup Committee.

MLS NEXT TEAMS will play up a year (example: U14 will play U15)

Age groups and player eligibility are based on the 2026-27 roster formation cycle (Aug. 1 – July 31)

Players may play on only one team during the tournament.

GAME TIMELINE

  • U11 – U12 Age groups will play 30-minute halves and U13 – U18/19 Age groups will Play 35 minutes halves
  • Half-time: 5 minutes
  • Delays due to injury: referee may add time to full game.
  • Preliminary games may be terminated at least 5 minutes prior to the next scheduled game.
  • A game is considered complete after one half if terminated during the second half.
  • Preliminary games can end in a tie.
  • Semifinal & Final games tied after regulation: go directly to FIFA Penalty Kicks.
  • All teams are guaranteed 3 games, with additional 4th and 5th games for qualifiers.

GUEST PLAYERS

  • Teams may use an unlimited number of guest players if affiliated with USYSA, US Club, ECNL, or MLSNext, respecting maximum roster sizes.
  • Each guest player must have a parent/guardian Medical Release form signed.

FIELDS

  • Tournament fields are chosen at the discretion of the Oregon Surf SC Committee.
  • Current locations:
    • Tualatin Hills Park & Rec District: Howard M. Terpenning Recreation Complex – 3 Grass Fields & 2 Turf
    • Mountain View Champions Park – 3 Turf
    • PCC-Rock Creek – 2 Turf
    • Liberty HS – 3 Turf
    • Oregon Episcopal School – 1 Grass & 1 Turf
    • La Salle – 1 Grass & 1 Turf
  • Oregon Surf SC reserves the right to change or add fields.

PLAYER EQUIPMENT

  • Referee determines safety/suitability of equipment.
  • Shin guards required.
  • Teams must wear matching uniforms with numbers, goalkeepers in distinct colors.
  • No jewelry allowed.
  • Casts may be allowed if approved and padded.

SUBSTITUTIONS

  • Unlimited in all age groups.
  • Must occur at stoppage of play with referee consent.

COACHING

  • Coaches are responsible for player and spectator conduct.
  • Coaching allowed within technical area (10 yards from halfway line, 20 yards long, 1 yard from touchline).
  • No profanity, derogatory remarks, or disruptive behavior allowed.

CAUTIONS AND EJECTIONS

  • Two yellow cards = red card:  player is ejected and must sit out the rest of the game
  • Players/coaches ejection: may not participate in the remainder of the match 
  • Player ejection: two-game suspension
  • Coach ejection: two-game suspension, and the team finds a coach replacement
  • Violent conduct: suspension for next two games.
  • Assaulting referees: immediate expulsion from the tournament
  • Fighting: team disqualification with no refund
  • Referees have full and final authority over all matches

TOURNAMENT COMPETITION

  • Flight Determination: by Tournament Director
  • Scoring:
    • Win: 3pts
    • Tie: 1 pts
    • Loss: 0 pts 
    • Forfeit: The other team gets a win with 3 points 

TIE-BREAKING IN QUALIFYING ROUNDS

  1. Head-to-head winner
  2. Largest goal differential (max ±4)
  3. Fewest goals against
  4. Most goals for
  5. Most total wins
  6. Most shutouts
  7. FIFA Penalty Kicks (quarter/semi-final)
  8. Three-way tie: coin flip, then penalty kicks

OTHER TOURNAMENT POLICIES

  • Alternate Scheduling: Tournament may move matches/days/fields.
  • Score Reporting: Game cards submitted to Field Marshal; scores posted on AthleteOne.
  • Home Team: Supplies game balls, resolves uniform conflicts.
  • Protests: None allowed; all decisions final.
  • Awards: 1st and 2nd place teams; individual awards for championship matches.

INCLEMENT WEATHER

The Tournament Committee reserves the right to shorten or cancel games due to climatic conditions or other acts of nature beyond the tournament’s control, such as lightning or loss of light. If a game is shortened or canceled after match play has begun, the score will be considered final if the second half has started. Match delays caused by unforeseen circumstances or occurring before the start of the second half will be reviewed and addressed by the Tournament Committee. All decisions made by the Tournament Committee are final.

REFUND POLICY

  • Withdrawal on/before April 10, 2026: 50% refund
  • Late Withdrawal (after April 10, 2026):
    • Replacement found: refund minus $100 processing fee
    • No replacement: no refund
